Key recommendations for better management of state-owned properties in Croatia were presented

On Friday, 20 January 2023, at the Europe House in Zagreb, the results and key recommendations within the project “Optimization Program for State Property Management” were presented, in which, Državne nekretnine d.o.o., as direct beneficiaries, along with the line Ministry of Physical Planning, Construction and State Assets, also take part.

The program was developed on a proposal from the Ministry of Physical Planning, Construction and State Assets, and its objective is to use the potential of state-owned properties and strengthen administrative and institutional capacities while improving the management of and activating currently unused properties under the jurisdiction of the line ministry, as well as properties that have been transferred to the Company for commercial management.

The optimization project is implemented by the European Bank for Reconstruction and Development (EBRD) in cooperation with the Directorate-General for Structural Reform Support of the European Commission (EC/DG REFORM). It is structured as a technical cooperation of a multidisciplinary team of domestic and international external experts and aligned with the reform agenda of the National Recovery and Resilience Plan 2021– 2026.

The first results based on the analysis of the existing legislative framework, institutional capacities and the currently used IT system and tools brought a detailed diagnostics of an existing asset portfolio management and recommendations for further optimization of state-owned property management, and key recommendations are aimed at improving several areas, from legislation, digitization and commercialization of properties to the development of a strategic approach to asset management.

Implementation of the Program whose direct beneficiaries are Državne nekretnine d.o.o. and the Ministry of Physical Planning, Construction and State Assets is financed by the European Union by means of the Technical Support Instrument (TSI), and is supported by the EBRD in cooperation with the Directorate-General for Structural Reform Support of the European Commission (DG REFORM).
